If you believe you received a fine in error, you have the right to appeal. Appeals are reviewed by the MLS Rules & Procedures Committee. To ensure your appeal is considered, please follow the steps outlined below.
Steps to Submit an Appeal

Review the Rules:
Confirm that your listing does not violate any of the MLS Rules and Procedures. -
Submit Your Appeal Within 30 Days:
Log into Keystone 30 days of receiving the fine notification. -
Provide a Detailed Explanation:
In your email, include a clear and detailed narrative explaining why your listing did not violate the MLS Rules and Procedures. Be specific, reference applicable sections when possible, and include any supporting documentation that may help clarify your position. -
Await Committee Review:
All appeals are reviewed by the Rules & Procedures Committee. You will be notified of the committee’s decision once your appeal has been reviewed. An agent may attend the Rules & Procedures Committee meeting with their broker’s written consent.
Important Notes
- Appeals received 30 days after the fine notification date may not be considered.
- Submitting an appeal does not automatically suspend or reverse a fine; the fine remains in effect until the committee renders a decision.
