If your dispute has been denied following an Administrative Review, you have the right to request a Rules Violation Hearing before the Rules & Procedures Committee. This hearing gives you the opportunity to present your case in person. You must submit your request within 20 days of the Administrative Review denial.
How to Request a Hearing
Log into Keystone through the Matrix Dashboard.
In the left-hand navigation panel, select Compliance.
Click View All Violations.
Locate the violation you would like to request a Rules Violation Hearing for.
Click the name of the violation to open the violation details.
Once the violation is selected you can click Request Hearing to begin the process for a Rule Violation Hearing.
Hearing Outcomes
The Rules & Procedures Committee will conduct the hearing with you present. There are three possible outcomes:
Waived: The violation and the fine are waived in full. No payment is required, and the violation status is updated to Accepted.
Reduced: The fine amount is reduced. A new invoice will be issued reflecting the updated amount, due Net 15. The violation status is updated to Approved.
Denied: The original fine is upheld. You will receive an email with the result and next steps. If you wish to appeal, you must do so within 10 days of the hearing decision. If no appeal is submitted within that window, a new invoice will be reissued for the original fine amount, due Net 15, and the violation and invoice will be final.
